This is the Select Similar tool. Clicking on this allows your mouse pointer to be used to select similar atoms. To use this tool, click on the Select Similar button and then click on one of the atoms of interest. All of the similar atoms will be selected. The rules used to define "similar" can be altered in the Options menu under Select Similar Settings.
